AHIMA DELEGATES - ADVOCACY PROGRAM
The California Health Information Association (CHIA) acknowledges and supports the advocacy concept to promote broader communications and increased CHIA member participation in the issues, concerns and goals of the American Health Information Management Association.

ALTERNATE DELEGATES
In the event that an AHIMA delegate is unable to fulfill his/her responsibility, including the responsibility to attend meetings of component local associations to discuss AHIMA House of Delegate issues, the following hierarchy will be utilized in picking up these assignments:

First: Another AHIMA Delegate
Second: AHIMA Alternate Delegate
Third: CHIA Board member

AHIMA DELEGATES RESPONSIBILITIES AND STANDARDS
A. Review and distribute policies and procedures to all State Delegates.
B Assist the CHIA Board in preparing the budget for the Advocacy program.
C. Encourage and coordinate communication with other State Associations.
D Account for and report expenditures.
E. Determine method and assign each Delegate-Advocate to a Component Local Association.
F. Review responsibilities and standards of performance with all delegates.
G. Design orientation activity for Delegate body at beginning of CHIA’s fiscal year.
H. Prepare periodic reports of the Advocacy Program for the President of CHIA and the Board of Directors and Delegate-Advocates.
I. Coordinate distribution of resources and information among all Delegate-Advocates throughout the year
J. Coordinate appropriate documentation of the Advocacy Program among Delegate-Advocates to/from Delegate-Advocates to/from Board, Component Local Association and individual members.
K. Coordinate final report and evaluation of the Advocacy Program to the President and Board and for CHIA Journal (refer to policy 7)
L. Participate as a Delegate to the AHIMA HOD.
1. Study and learn the substantive and procedural aspects of parliamentary procedure.
2. Review the Delegates’ packet prior to CHIA Delegate meeting and the AHIMA House.
3. Review proposed amendments and prior issues with Component Local Association members and officers
4. Share comments/concerns regarding these amendments and issues with other Delegates and the Chief Delegate.
5. Attend the State Delegates Meeting scheduled prior to the AHIMA House.
6. Attend the Pre-House Forum(s) prior to the AHIMA House of Delegates.
7. Report to the credentials table at the AHIMA House at the specified time.
8. Observe the rules of the House at all times.
9. Record and subsequently report actions of the House to the Chief Delegate and CHIA members and Component Local Associations as delegated.
M. Provide Liaison with medical record educational programs in California
N. Participate in yearly self-evaluation of Delegate-Advocate policy, procedure and functions.
O. Perform other functions and tasks as requested by the Chief Delegate or President of CHIA.
P. AHIMA Delegates serve as automatic members of the CHIA Bylaws Committee.
