Online Education Program

Online Education for the Release of Information in California

The California Health Information Association (CHIA) is a nonprofit association of health information management professionals and provides leadership, education, resources, and advocacy for members and others. CHIA is committed to excellence in the management and use of health information. CHIA contributes to the delivery of quality patient care by promoting excellence in health information management practice.

CHIA is dedicated to providing for the educational needs of a geographically dispersed health information management field. We are committed to accomplishing this goal by making a quality online education program available to anyone with a passion for learning or a motivation to make their career aspirations come true.

The CHIA Online Education Program is designed to offer educational modules that may be taken at your leisure, at home. These modules may be taken as standalone for Continuing Education Units (CEUs), or, may be taken together to earn a Certificate of Completion in any given module upon successful completion of the program module. Continuing education permits you to meet requirements in the Health Information Management field and assists in the professional development of the individual.

Online education modules are open to the public. Both CHIA members and non-members are eligible to take the module courses and receive the CEU/Certificate of Completion.

With the launching of this introductory module, you will now have access to the first in a series of online education modules on Online Education for the Release of Information in California on this CHIA Web site. This initial online program will allow you to study and earn continuing education credits in the Release of Information (ROI) requirements under HIPAA and the state of California.

An enthusiastic and knowledgeable team has spent several months developing and testing the individual ROI modules. Each author has applied her/his expertise to develop specific segments of the complex requirements for releasing information in the areas of:
1. Introduction to the Release of Information
2. Regular releases including: patients, patients’ family, minors, deceased patients, child and elder abuse, payers, providers, patient’s legal representative, adult and child abuse, (others as appropriate to grouping)
3. Courts, attorneys and subpoenas
4. Workers’ Compensation
5. Elder Abuse
6. Coroner
7. Public Health Agencies
8. Business Associate
9. Government Agencies, SSI
10. Inmates
11. Law Enforcement
12 Mental health, drug and alcohol, HIV, Lanterman-Petris-Short Act

Each ROI module will include an overview of the topic, and extensive references to understand the materials further. Questions are designed in multiple choice and/or true/false format to test the participant’s learning skills as s/he proceeds. A final test will be available and administered to measure the participant’s new competency in the subject matter. A certificate of completion will be issued via the Web site to participants on successful completion of each module.

Additional information regarding each module and its individual cost will be added during the months to come on this CHIA Web site so that participants can make informed decisions prior to signing up for each individual educational session.

The members contributing to this educational effort are: April D. Robertson, MPA, RHIA, CHP, Anita Buescher RHIA, CHP, Linda Cannon, RHIA, Marta DeLaTorre, MPA, RHIA, CHP, Sarah Edwards, RHIA, Lenore Gilbert, RHIT, Michelle Kirby.
