Online Education for Release of Health Information in California

ROI Introduction Module

The purpose of this educational module is to provide accurate and authoritative information on proper and adequate disclosure of health information. The California Health Information Association (CHIA) is not engaged in rendering legal services, and providing legal advice is beyond the scope and intent of the educational modules.

INTRODUCTION TO RELEASE OF INFORMATION

This module provides a basic overview for the release of patient health information in accordance with federal and state statutes, regulatory requirements and provider policies and procedures. Fundamental provisions of the federal Health Insurance Portability and Accountability Act (HIPAA) and the state of California Confidentiality of Medical Information Act (CMIA) are discussed. Whereas some of the information is California specific, much of the content falls under federal regulation and HIPAA.

It is highly recommended that for students to be successful they take the ROI Introduction Module prior to other modules.

STUDENT LEARNING OUTCOMES AND OBJECTIVES

Upon completion of the CHIA Online Release of Information Introduction Module, students will be able to:

1. Understand the importance of maintaining the confidentiality of patient records and protected health information (PHI).
2. Define the basic terms associated with patient privacy and release of patient information.
3. Describe federal and state legislation regarding patient privacy and release of information.

INSTRUCTOR

Carol Wilhelm, MPH, RHIA, is a health care consultant providing services in acute and ambulatory care settings and to managed care organizations. She is an instructor in a health information technology program and has also taught at California state universities. Carol has held positions in both on-site hospital management and as an Assistant Vice President of a major health care corporation. She receivd her Masters degree in Public Health from UCLA. She is active in several professional associations and advisory councils including AHIMA and CHIA.

EXAM

Each exam is scored automatically online. The exam will be either multiple choice or true/false. Passing score is 70 for this module. Exams may not be retaken. Sample self-assessment questions have been placed throughout the module.

This module is designed so that you may leave and re-enter the module material as you desire. However, once you take the final exam, you will no longer have access to this module.

EVALUATION

The student will be given an opportunity to comment on this module, if expectations for this module were met, and to comment on other educational modules they would like to see developed.

CEUs

The student, after successfully completing this module and passing the exam will be able to print out a Certification of Completion (CEU form). One CEU (HIM Domain: Privacy and Security) is offered for this module. Print and retain online certificate as evidence of completion.
